The Planned Parenthood Bailout – 2025 Special Session

In a coordinated legislative package, Colorado lawmakers are pushing forward three interlinked bills: SB25b-002, 25B-0005, and 25B-0018. These bills collectively amount to a state-level bailout for Planned Parenthood and other abortion providers likely to lose federal funding. Together, these proposals funnel state dollars, offer corporate incentives, and develop infrastructure to sustain a morally bankrupt industry that continues to profit from the destruction of innocent human life.

A breakdown of the bills:

SB25b-002: BBB Revenge Abortion Funding (State Dollars for Federally Disqualified Providers)

The foundation of the bill package is SB25b-002. This bill directs the state’s Medicaid agency to reimburse providers who lose access to federal funds, notably due to noncompliance with federal restrictions related to abortion and related services. Rather than barring these entities from state reimbursement as well, Colorado plans to use taxpayer dollars to prop up providers that the federal government has decided not to fund.

This is ensuring continued operation and expansion in Colorado, regardless of national standards or ethical concerns. Colorado is already the #1 Abortion Tourism state in the country.

The following bills were killed:

HB25b-1004: The Abortion Statist Sellout (Tax Credits for Insurers)

UPDATE: This bill removed all abortion aspects, it is no longer being opposed by CRTL

HB25b-1004 risks political blowback from insurers and hospitals as the current funding mechanism rumored by Capitol Insiders is increasing fees on hospitals and insurers. HB25b-1004 is the Democrats attempt at preventing the healthcare industry from fighting these increased fees. This bill offers up to $125 million in tax credits to insurers and large corporations. It’s an invitation: “Help us keep the abortion industry afloat, and we’ll make it worth your while.”

The state gets cash upfront from tax credit sales, while insurers gain long-term financial relief. These incentives grease the wheels for insurers to continue working with abortion-linked providers and blunt any opposition to SB25b-002.

The state is using taxpayer-backed incentives to secure political compliance.

SB25b-1010: Instruct Doctors to sneak around the Feds (Building Infrastructure for “Continuity of Care”)

SB25b-1010 requires state agencies to issue guidance for maintaining health services in communities affected by federal Medicaid disqualifications. But the bill’s language is revealing. It specifically includes “family planning services” among the areas to be preserved. That’s code for contraception, and depending on interpretation, abortion referrals or services.

While it doesn’t directly fund abortions, the bill lays the groundwork for sustained access through state-defined pathways and continuity plans. It’s a way of insulating the abortion industry from the effects of losing federal Medicaid dollars by institutionalizing support at the state level.

 

The Bigger Picture: A Coordinated End-Run Around Federal Law

Taken together, these three bills are more than the sum of their parts. They reflect a deliberate strategy to:

  • Shield abortion providers from losing revenue due to federal defunding;

  • Pacify potential opposition (especially from the insurance sector) with lucrative tax credits;

  • Create a regulatory safety net to maintain abortion access under the banner of healthcare continuity.

This is a Planned Parenthood Bailout. A scheme that enshrines the abortion industry as a protected class in Colorado law, even as it continues to end the lives of preborn children under the false banner of “reproductive freedom.”

What Pro-Life Coloradans Should Do

Colorado Right To Life and others committed to defending innocent human life must call these bills what they are: a public subsidy for abortion and an attack on human dignity.

We urge lawmakers and citizens alike to:

  • Oppose SB25b-002 “BBB Revenge Abortion Funding” which props up entities rightly disqualified from federal funds through the Big Beautiful Bill’s Planned Parenthood Defunding.
